Mine Action Pillars - Coordination & Quality Management  
     
 

The main functions of the Albanian Mine Action Executive are monitoring and coordination of the mine action activities under the Albanian Mine Action Programme. In this framework, the clearance plan and priorities are updated yearly and then approved by the local and national authorities. Then, the clearance and survey tasks are delivered to the demining organizations to operate in the contaminated areas in northeast.

Additionally, AMAE coordinates with the implementing partners (for more details see the MA Community section) of the Albanian Mine Action Programme all mine action activities in the country.

In its monitoring function, AMAE makes sure that the mine action activities (including demining, mine risk education and mine victims assistance) are carried out in a safe and efficient manner in accordance with the Mine Action International Standards and the adopted Technical & Safety

Standards. To this purpose, with UNDP, EU and ITF assistance an integral Quality Management (QM) Section with a regional office has been established in Northeast Albania. This section is now composed of three operators and monitors daily in the field the clearance and survey operations to make sure that the latter are carried out in compliance with the international standards and according to the tasks dossiers issued by AMAE. The QM Team upon completion of the clearance operations and before the land cleared is officially handed over to the population, makes the final Quality Control with methods adopted from the international standards.

In addition, AMAE with the support of the Geneva International Centre for Humanitarian Demining has created since 2002 the IMSMA database where is processed all data collected by the reports of the demining organizations which are then also reflected in the Geographical Information System (GIS). Through IMSMA, AMAE prepares the task dossiers for the demining organizations and updated contamination maps, collects the information from impact surveys and for mine/UXO accidents which is then used to make a better assessment of the people's needs and priorities as well for a more effective planning of the assistance projects.

Local Capacity Building

Since 2002 AMAE is assisted by UNDP through the "Support to Mine Action Programme" (pdf file, 177kB) to build local capacities capable to plan, coordinate and monitor the mine action activities in the country in accordance with the national strategy. This project which is still under implementation is funded mainly by UNDP, US State Department through International Trust Fund in Slovenia (ITF), Turkey , Canada, Czech Republic, EU, Sweden and the Department for International Development (DfID).

To this purpose, UNDP has been continuously supported with international technical advisors, which have provided their technical assistance in various areas as demining, monitoring and coordination, mine survivors assistance etc.
