National Strategy for Mine Action  
     
 

The National Strategy for Mine Action formulated in June 2002 and revised in August 2006 has determined a vision, mission priorities and National plan for Mine Action. The revised framework of the revised National plan for Mine Action is:

Vision - In compliance with the Mine Ban Convention, by 2010 Albania aims to be a country (a) free of mines and unexploded ordnance; (b) where people can live and work in a safe environment free from the threat of these insidious weapons; (c) where mine and UXO survivors have been successfully reintegrated into their communities; and (d) where the borders are securely managed without the threat of landmines and UXO. Albania hopes that the achievement of these results will help promote its ultimate goal of membership in the European Union.

Mission - Develop and implement a sustainable mine action programme in order to eliminate the effect of mines and unexploded ordnance through clearance of all areas in northeast Albania by 2010.

Strategic Objectives
 
A. Planning and Coordination

Strengthen the Government's capacity to plan and coordinate mine action in Albania by 2006, thereby reducing its reliance on international advisory services.

 
B. Survey and Marking

Conduct survey and marking activities in tandem with clearance operations so as to reduce the costs of mine action and maximize the clearance speed, thus obtaining humanitarian and economic returns sooner.

 
C. Mine Risk Education

Discourage life-threatening activities among vulnerable groups within 39 affected villages through mine risk education programmes. Introduce new curricula for mine/UXO risk education in the Albanian education system.

 
D. Mine Clearance

Clear and release all landmines and UXO from the remaining areas and hand them over to local communities by 2010 through a National Clearance Capacity.

 
E. Survivor Assistance

Create a national capacity to treat mine/UXO survivors by 2010: provide medical assistance (emergency and ongoing), physical rehabilitation, prostheses, and counseling. Facilitate the socio-economic reintegration of mine/UXO survivors (currently 238 persons) into their communities. Inform mine survivors and the communities of the rights of people with disabilities through Advocacy.
